The best advice I could give you about studying in the U.S. is to contact directly those departments/faculties at the universities at which you would like to study. You can exchange emails with professors easily, ask them about scholarships, ask them about living at or near the university, etc. I'm sorry that I can't give you any more information than that. You should really contact professors and ask them, since scholarships, aspects of life, etc. vary from department to department, from university to university, and so on.
